Make something to get users to register

I saw in a forum in vbulletin that a guy have a sticky dog in the right bottom side of the forum’s to users get register. Can i do something like that? Like sticky maybe pop up or button ?

I have it on this site. Didn't you notice it when you signed up or whenever you log in? It uses the default guest notice and I styled it as a sticky popup.

Oh yes I saw it. It’s nice!! But I’m thinking that the button follow the scroll of the mouse.

is this possible? My users mostly come from mobile phones.
