Isn't that just a regular notice? looks like it to me at least.

AdminCP >> Notices >> Add new Notice.
It uses HTML, so you can just Google the codes you want to use, if you're not familiar with HTML yourself.

* Update:If you were refering to the blue pin, that's custom css.
