Is this module mobile responsive so the banner width shrinks accordingly?

Also, if I purchase the unbranded version for $50, can I use it on all three of my forums without paying extra fees or is a license for only one forum at a time?

Yes it is responsive. It is shown in the video screencast demo at 1:34 in the first post.
