Daylight Savings does not work for Guest

Daylight Savings does not work for guests.
I have the following settings under "Options->Date and Time":
The time displayed in the footer is for guests one hour behind.
Toggling "Enable Daylight Savings" makes absolutely no difference.
The same settings for a registered user show the correct time.
I therefore assume that the system's time zone or the PHP settings cannot be the problem.
I have opened a ticket in the vBulletin tracker and the issue is confirmed.
The reason why I am posting this here is that I am completely disappointed with the vBulletin support.

So if anyone could give me a tip on where to start troubleshooting—for example, where the daylight saving time setting is processed—I’d really appreciate some help.
