The OP was created today at 09:39 AM. I posted the first reply at 09:42 AM. As you can see, I quoted a portion of the first post, and it shows that 22.04 LTS was cited. The OP replied at 10:35 AM:

Is the "Show edited by note on edited messages?" permission in the Usergroup Manager for the usergroup that the user belongs to, set to Yes?

No, it isn't. This is a new member, and only has two posts so far. He is in the Registered User usergroup, and that usergroup doesn't have that permission set to Yes.
