When one goes into there User Settings and goes to Subscriptions, can a Notice or Announcement be displayed so we can explain what our Paid Subscriptions are for?

You can use the phrase for the "Note: When a recurring..." message with a new translation that includes whatever new or additional message you want to display. Search a part of that message in the Phrase Manager to find the phrase variable it uses and then edit the phrase.
