Is there a way to freeze the top row (notifications/login) so that the row stays in place when scrolling?

Yes it's possible but how about on the topic pages where the conversation toolbar is also sticky?

I don't quite understand. Where is the toolbar pinned?
My idea was that the bar would always be visible. Like in Excel, for example, when you pin the first row in a spreadsheet.
This way you can always see if you have received notifications, even when scrolling or reading posts.

Yes because it's currently fixed. I'll check if there's a way to stack them or unstick the conversation toolbar.

And for Admins if Sitebuilder is toggled ON, it would look like this:

You could also unstick the conversation toolbar and just make the Notification bar sticky.
