Open all link in new window

IS there a way to have all links open to a new window from vb 5.5.1

All links that are not from my URL. "all links should remain consistent with the registered domain, or off site links must open in a new window/Tab." Per compliant with another script.

I got it, I had to change a few files to be able to get the links that are not opening a new window to html target_blank instead of the bbcode had to replace it
