              It looks like the Apache user that PHP runs as is root. Try setting permissions for root in the blockedregistrations directory.

                    Okay. Threw me with permissions, which I interpret as the rwx thing. Ownership and permissions are different.

                        Try creating a temporary PHP file in the vBulletin root and run it in the browser
                        PHP Code:

                        $u = get_current_user();
                        $d = '/var/log/apache2/blockedregistrations';
                        $isdir = is_dir($d);
                        $iswritable = is_writable($d);
                        var_dump($u, $isdir, $iswritable);
                        ?>
                        This should display the Apache user that PHP runs as and if the path is a directory which should return true and if it's writable which should also be true

                          Sorry to be dense, but what is the vbulletin root directory? Placing the file in our public_html directory and pointing to it: https://www.kubuntuforums.net/apache2.php produces this:

                          Invalid Page URL. If this is an error and the page should exist, please contact the system administrator and tell them how you got this message.

                            If your vBulletin files are placed in public_html without a subdirectory, then that is your vBulletin root directory. Did you name the PHP file as apache2.php? It's throwing a 404 error, so it cannot find the file. It's either the filename is wrong or you placed it in the wrong directory.
