Translating Hooks and Plugins

is there anyway to modify the plugins and be able to translate them to a different language?
if that possible, what things do I need to know?

Some plugins use and create their own phrases that can be translated in the Phrase Manager. I do that in some of my own plugins.

I don't know which specific plugins you are asking. It would be better to ask the plugin developer directly.

The proper way to translate is to use the Phrase system and not just directly translate in the code. Otherwise the plugin code has to be changed for every language.
