    This is a pure CSS solution and dynamically creating a link is not possible in CSS.

    Or remove all occurrences of /* and */ in the code including the text inside them. Then enclose the entire block of code within those comment tags.

    Just take the CSS code out of the template and put it back as needed. Normally, you would just enclose the entire block of code using the comment tags /* and */ so that it will be ignored. But some parts of the code already have the comment tags and nested comment tags are not allowed. So taking out the code is the easiest way to turn the mod off. The code is short and can be placed anywhere in the designated template so this should not be a big deal.
