When you create a custom profile field in User Profile Field Manager in AdminCP, you choose "Yes, at registration and profile updating" or "No, but display at registration" in the "Field Required" option.Helpful? Donate. Thanks!

How about this one? It uses the existing Edit Avatar popup when clicking Edit Avatar button in the User Profile page. And it adds the custom avatars stored on your server in a specific directory and it gives an option to the user to choose their avatars from these set of avatars instead of uploading their own.
I have this mod that I haven't released yet. Let me know if you are interested.Helpful? Donate. Thanks!

Personally, I prefer to have the Registration page as simple as possible without too many fields to fill out. People want it quick. That's why some sites use Facebook to register users to their own site to quickly get more users to sign up. Adding an option to choose avatar will add more friction for users to sign up.
Technically, it would be more complicated to implement avatar selection within the registration process. But if that's what you really want, then let's discuss in details in the PM.
