How do I change 1st post on a topic?

The first post on all my new topics is green and doesn't give you the ability to comment on that post personally. All the other posts have this ability and is not green. What controls that and how can I change it?

They may be in Unapproved status. Check those topics in the list and then click the paper and pen icon (next to the Filter button) and choose Approve Topics.

i believe no comment on first post is by design

Comments are 3rd level replies which mean they are direct replies to a reply. While replies are 2nd level which is a direct reply to the first post. So technically, you can't comment on the first post.
