Yes. Using template hooks is easy to enable/disable the hook as well as delete (if need be). Right now, if you want to temporarily disable a mod, you'd have to remove the HTML module and remove the script in Google Analytics and remove the CSS from css_additional and then to re-enable back, you'd have to re-create it from scratch.
